What Changed in 2025
- • Program governance: Oversight shifted to the CCC, with rules effective May 1, 2025.
- • Licensing framework: 24 new retail licenses added, with 6 reserved for social equity applicants and 6 for worker-owned co-ops.
- • Packaging enforcement: Clear timelines for packaging/labeling compliance updates are now in effect.
- • Color flexibility: Brands can now use a wider range of colors—just avoid fluorescent or neon shades.
1) Child-Resistant, Opaque & Light-Resistant Containers
- • Primary or retail-ready packages must be certified child-resistant, opaque, and light-resistant, fully enclosing the product and preventing contamination.
- • If an inner container isn’t child-resistant, it must be placed in a compliant exit package at point of sale.

2) Packaging Color Rules (More Design Flexibility)
The updated rules now allow packaging and labels to use a wider range of colors, provided they are not fluorescent or neon. Packaging must still remain opaque and child-resistant, but brands now have more room to showcase their identity.

3) Tamper-Evident Packaging
Retail-ready packages must include tamper-evident features like shrink bands, full shrink sleeves, or tear strips to make tampering obvious to consumers.

4) Labeling: What Must Appear
- • Producer and seller license identifiers, plus unique tracking ID.
- • Total active ingredients clearly displayed; for ingestibles, values must be highly visible and unambiguous.
- • Use-by date, net weight, serving size and servings per package, state universal symbol, and complete ingredient/allergen details for ingestibles.

Required Warning Presentation
- Warnings must be bold, clearly visible, and unobstructed—commonly highlighted in a bright yellow callout box.
- Peel-back or accordion styles are permitted if the tab clearly indicates a warning and remains noticeable.
5) Example Warnings
- • “Warning: Store in a securely locked cabinet away from children.”
- • “Warning: It is unlawful to transport this product outside of Rhode Island.”
- • For ingestibles: “Effects of this product may be delayed by 3 or more hours.”
